The Next Generation of Partnerships

ADC members, installation leaders and DOD decision-makers are looking at new-generation support agreements ahead of next month’s ADC Connect.

The Army’s Regional Agreements

HQ IMCOM initiated its first IMCOM-level regional intergovernmental support agreement (RIGSA) with Auburn University in September 2022 to provide natural resources services to eight southeastern U.S. garrisons, as outlined in a case study. Due to high demand, this expanded to cover installations from Louisiana to New York.

A second RIGSA was established in March 2023 with the Texas Department of Transportation for statewide services, followed by further RIGSAs for environmental and climate resilience services with various universities. The Army is also developing partnerships with the Alabama, Georgia and North Carolina departments of transportation to replicate the Texas Department of Transportation RIGSA.

HQ IMCOM has established additional RIGSAs with Texas A&M University, the University of Montana and the University of Georgia for environmental and climate resilience services, and a CONUS-wide IGSA with the state of Minnesota-Sourcewell.

Childcare Solutions

Additionally, the Army has announced a new childcare pilot program designed to improve access to quality child care for Army Reserve soldiers and their families, outlined in another case study. Through an intergovernmental support agreement, the pilot will collaborate with West Liberty, Iowa and Clay County, Missouri.
