OPM Changes Directive on Firing Probationary Employees

March 5, 2025

A federal judge ordered last week that the White House Office of Personnel Management stop requiring that other federal agencies lay off recently hired or promoted employees still in their probationary periods.

OPM revised its guidance Tuesday to say that “agencies have ultimate decision-making authority over, and responsibility for, such personnel actions,” as USA Today reported.

Neither the court order near the new OPM guidance says whether recently fired workers should be re-hired.
