Navy Secretary John Phelan said Wednesday that the Navy needs to move quicker on purchases and decisions, Breaking Defense reported. He said that “rigid adherence to the old way of doing things” has led to “complacency, bureaucracy, and in some cases, sub-optimal policy.”
He said his background in business will help him bring a new focus to the service’s procurement processes.
“As the former Chief of Naval Operations Adm. Zumwalt once stated, ‘I don’t give a damn where an idea comes from, all I care about it whether it works or not,’” Phelan said. “That’s the approach I’m bringing to this office.”
