Navy Creates New Rapid Acquisition Office

August 28, 2025

A new Naval Rapid Capacities Office will consolidate several acquisitions-related programs within the Navy, Military Times reported, citing a DOD memo it reviewed.

The new office will dismantle and absorb the Maritime Accelerated Response Capability Cell, Disruptive Capabilities Office, NavalX and the Navy’s execution of DOD’s Replicator activities, according to the report.

“The NRCO will serve as the single accountable organization spanning all naval warfare domains, responsible for the rapid assessment, execution, fielding and transition of urgent solutions within a three-year timeframe to ensure U.S. maritime supremacy,” Navy Secretary John Phelan reportedly wrote in the memo.

The Navy has not announced who will lead the office, reporting directly to Phelan.
