It seems almost certain that the federal government will partially shut down at midnight, with uniformed military personnel continuing to work without pay.
The Senate is expected to vote again today on a House-passed plan to continue current government spending for seven weeks and a Democratic alternative. Both failed last week and will likely fail again. The House isn’t in session to consider a new plan.
