- North County Fire Protection District, California (Marine Corps Base Camp Pendleton and Naval Weapons Station Seal Beach)
- Southeastern Connecticut Council of Governments (Submarine Base New London)
- Port Authority of Guam (Joint Region Marianas)
- Oklahoma Department of Transportation (McAlester Army Ammunitions Plant)
- City of Chesapeake, Virginia (Naval Support Activity Hampton Roads)
- Kitsap County Public Works, Washington (Naval Base Kitsap)
- City of Everett, Washington (Naval Station Everett)
