Some Installation Housing to Resume Utilities Billing

Some privatized military housing will resume utility billing starting in the next few months, Military Times reported. Only some installations will begin charging for utilities, with adoption varying by branch and location. 

The returning Resident Energy Conservation Program will charge a baseline cost per housing unit, with rebates and extra charges based on variation from that baseline energy usage. The program was originally canceled in 2021 after complaints from service members that the energy usage information was regularly inaccurate. 

Landlords are required to give residents three months of mock billing before the program goes into effect to prepare them for the new charges. 

The Basic Allowance for Housing includes the average cost of utilities, which is already paid directly to the resident’s landlord. 

At least two privatized military housing communities have begun seeing mock billing: Maxwell Air Force Base, Alabama and Little Rock Air Force Base, Arkansas.
