A recent DOW memo outlines guidance for acquisition process updates that Congress mandated under the fiscal year 2026 National Defense Authorization Act.
“Effective immediately, DOW will cease reliance on obsolete methods of acquisition and construction and fully embrace these new authorities to accelerate infrastructure delivery,” the April memo says.
The document, titled “Accelerating Delivery of Infrastructure to the Warfighter,” is signed by Deputy Under Secretary of War for Acquisition and Sustainment Dale Marks.
It includes guidance on using Other Transaction payments for repairs and construction, as well as intergovernmental support agreements of up to 10 years.
“Every contract signed and every brick laid carries the weight of a promise to those who stand in harm’s way,” Marks writes. “Therefore, this mission demands that we all take our roles in the process personally and with pride – viewing every project not as a line item but as in integral component of this department’s war-fighting capability.”
