NDAA Mark Madness Round 1: What to Know about DCIP’s Future, Community Projects and More

The House kicks off its work on the fiscal year 2024 National Defense Authorization Act today. Here’s the latest about the NDAA plan:

  • The House Armed Services Committee Monday released the chair’s mark of the NDAA, the committee’s starting point. It “puts our national security first by boosting innovation, providing for our warfighters and focusing on our defense industrial base,” HASC Chair Mike Rogers (R-Ala.) said in a statement.
  • When the seven subcommittees meet today and tomorrow, each is likely to quickly sign off on its section of the chair’s mark. Any controversial issues will probably wait until the full committee meets June 21.
  • Section 2801 of the draft “would eliminate the sunset clause for the Defense Community Infrastructure Program,” making DCIP – an ADC priority initiative – a permanent program through the Office of Local Defense Community Cooperation.
  • The draft bill would authorize 26 “community project funding” requests from individual House members or a small number of members from the same area. The projects, listed on pages 414-416 of the chair’s mark, are in Alabama, California, Florida, Georgia, Hawaii, Louisiana, New York, North Carolina, Ohio, Oklahoma, Pennsylvania and Texas. More may be added through amendments in next week’s committee markup.
  • The bill matches President Biden’s proposal for a 5.2% military personnel pay raise – the highest in decades – and would include additional cost of living bonuses for some junior troops, as The Hill
  • The bill would create a Space National Guard while also approving the administration’s plan for a hybrid Space Component, as Breaking Defense
  • The Senate Armed Services Committee plans to start and finish its own committee markup next week. Each chamber could be ready to bring a bill to the floor by mid-July. House and Senate appropriators will have a chance to weigh in on any spending levels authorized by the Armed Services committees.
