Shanahan Memo Orders May 10 Deadline for Delayed Military Construction Projects

April 14, 2019

A memo issued by Acting Defense Secretary Patrick Shanahan Thursday orders the Pentagon to prepare a list by May 10 which military construction projects could be delayed toward redirecting $3.6 billion a border barrier, according to Task and Purpose.
The memo to DOD Comptroller Elaine McCusker orders a review of the “pool of unawarded military contracts” and prioritize which ones could potentially be used.
“I request that you identify, by May 10, 2019, existing military construction projects of sufficient value to provide up to $3.6 billion in funding for my consideration,” Shanahan wrote.
The memo also orders officials not to include military housing or previously awarded projects in their review.
“You are not to consider family housing, barracks, or dormitory projects; projects that have already been awarded; or projects that have fiscal year 2019 award dates,” Shanahan added.
Shanahan’s memo also reiterates that he has “not yet decided to undertake or authorize” redirecting Pentagon funds for border barrier construction.
