House Considering Continuing Resolution to Avoid Partial Government Shutdown

Lawmakers are considering a short-term continuing resolution to avoid a partial government shutdown on Oct. 1, despite a bipartisan spending agreement in July that was intended to establish military and nondefense spending for fiscal 2020,  Defense News reported Friday.
House Majority Leader Rep. Steny Hoyer (D-Md.) sent a letter to colleagues Thursday informing them that in the next two weeks Democratic leaders would introduce “a clean continuing resolution to fund the government past Sept. 30,” according to the report.
Hoyer wrote the budget maneuver is needed so that Senate lawmakers can finalize several major appropriations bills.
It’s uncertain whether the GOP-led Senate will approve a temporary budget extension, according to the report.
The Senate Appropriations Committee reportedly planned to mark up its spending bills in mid-September. Majority Leader Mitch McConnell (R-Ky.) is also reportedly planning to pass the bulk of appropriations bills before Sept. 30.
Senate Republicans hope to pass defense spending as part of their first package of spending bills, according to the report.
The first group of bills would at least include funding for the departments of Labor, Health and Human Services, and Energy to gain democratic support.
The House and Senate passed a $2.7 trillion budget deal in July which included $738 billion in defense spending for fiscal 2020.
