GAO: Three DOD Grant Programs Helping Communities Fight Climate Change

In a recent U.S. Government Accountability Office survey of 63 installations, 98 percent said they rely on communities for electricity, access roads or bridges, and telecommunications. “To help protect its installations from the effects of climate change and extreme weather, DOD coordinates with communities to improve infrastructure resilience,” wrote GAO report.

In order to combat climate change in increase resilience in defense communities, the GAO found that three grant programs are pivotal in funding and funding resilience projects: Compatible Use Plan (CUP), the Military Installation Resilience (MIR), and Defense Community Infrastructure Pilot (DCIP).

In total, these programs have awarded $67 million in fiscal year 2020.

One deficiency the GAO found was a lack of a mechanism to assess the performance of these programs. “At minimum, the performance measures should be clear, quantifiable, objective, and provide for the baseline measurement of current performance,” according to the report.
