DOD to Report on Foreign Investment Near Installations; ADC to Discuss at April Summit

The fiscal year 2024 defense spending bill signed into law over the weekend ordered further examination of foreign investors’ potential land purchases near military sites. Based on language attached to the spending bill, DOD now has six months to send Congress a report reviewing:

… ownership or leasing by foreign persons or governments of land near Department of Defense installations in the United States, particularly involving countries of concern; an assessment of the threat that such ownership poses to United States national security; and a description of steps taken or planned to mitigate these threats and prevent them in the future.

The law directs DOD to coordinate on its report with other agencies through the Committee on Foreign Investment in the United States.

The potential threat of foreign investment near installations will be discussed in-depth at the upcoming Defense Communities National Summit, taking place April 8-10 in the D.C. area.

One session will feature senior representatives from the departments of Defense, State and Treasury. It will be moderated by DOD Director of Intergovernmental Affairs Karim Farishta.
