Lawmakers Moving Fast to Avoid Friday Night Shutdown; DCIP Funding Included in Deal

March 21, 2024

Negotiators released text of a six-bill spending package early this morning with hopes of getting it to President Biden before a partial government shutdown would begin Friday night.

House Speaker Mike Johnson (R-La.) is waiving the rule that requires 72 hours from text release to vote, setting up a vote tomorrow. If it passed, it would then go to the Senate.

Defense Spending

The annual defense spending bill is one of the six included in the package. Appropriators provided for a 5.2% increase in service member pay and fully funded the Defense Community Infrastructure Program at $100 million. They did not provide funding for the Defense Manufacturing Community Support Program.
