The Senate is expected to vote on the House-passed joint resolution before its mid-March recess, but there are signs the President may lose support. Here are other developments in the fight over the President’s declaration:

• Thom Tillis (N.C.) became the third Republican to say he will support the joint resolution, joining Sens. Susan Collins (R-Maine) and Lisa Murkowski (R-Alaska). Several others are still on the fence, according to Politico.
• GOP senators had a testy meeting Tuesday with Vice President Mike Pence, according to Politico, raising the likelihood that more would vote for the resolution. If four Republicans joined all Democrats, the resolution would pass but not by a veto-proof majority.
• Senate Majority Leader Mitch McConnell wouldn’t say Tuesday whether he feels the emergency declaration is constitutional, according to The Hill. McConnell initially supported the declaration on the Senate floor when it was seen as key to passing a spending bill that averted a second government shutdown.
• The leaders of the House Armed Services Readiness Subcommittee asked Acting Secretary Patrick Shanahan for more information by Friday on how DOD will fund the wall. “We fear that reprograming funding intended for military construction projects and counterdrug activities will come at the expense of troop readiness and department-wide efforts to address the military’s aging infrastructure,” Chairman John Garamendi (D-Calif.) and Ranking Member Doug Lamborn (R-Colo.) wrote in a letter.
• Air Force Gen. Terrence O’Shaughnessy, commander of Northern Command, told a Senate panel Tuesday that immigration at the Mexico border “is not a military threat” but added that he wasn’t making a judgment on whether the military should be involved, according to CQ.
