House Military Personnel Subcommittee Releases FY21 NDAA Proposal

Provisions of the Committee on Armed Services Subcommittee on Military Personnel include increased basic pay of three percent, focusing on “military family readiness,” and standardization of the Exceptional Family Member program (EFMP).

Chairwoman Jackie Speier and Ranking Member Trent Kelly of the Committee on Armed Services Subcommittee on Military Personnel released the subcommittee proposal for Fiscal Year 2021 National Defense Authorization Act (NDAA) on Monday.

Along with a three percent increase of military basic pay, the proposal calls for increased basic need allowance for low-income regular members to qualified service members.

Another provision calls for a recalculation of financial assistance for child care services and youth program services for dependents. The proposal would require the SecDef to “develop a new calculation for financial assistance…based on local variations in cost for childcare services.”

Furthermore with regards to child care, the subcommittee proposed 24-hour child care access for service members or employees working on rotating shifts at military installations.

The DoD’s Exceptional Family Member Program (EFMP) was also mentioned at length in the House proposal. Specifically having Secretaries of the military departments look at reviewing and standardizing the enrollment and support process of the program that serves military families that have special needs members.

The subcommittee’s markup will be live streamed on Tuesday, June 23 at 1:00pm ET on Tuesday.
