What’s in the House’s Draft NDAA

The House Armed Services Committee released its draft fiscal year 2025 National Defense Authorization Act this week.

Among many other provisions, the draft bill:

  • Sticks to the $883.7 billion topline budget figure established in last year’s budget deal
  • Requires a DOD briefing about how the Office of Local Defense Community Cooperation administers the Defense Community Infrastructure Program and other installation resilience initiatives
  • Clarifies that not-for-profit, member-owned utility services are eligible for DCIP funding
  • Provides about a 20% pay raise for troops ranked E-4 and below and about a 13% raise for E-5s in an effort to bring all junior enlisted pay to at least $30,000 per year

The committee set a May 22 hearing to mark up the legislation.
