Commander’s Buy-In Critical for Landing DCIP Grants, Bolden Says

Communities planning to seek awards through the next round of Defense Community Infrastructure Program (DCIP) grants should make sure their installation’s commander communicates their support during the application process, said Ivan Bolden, chief of Army partnerships. Bolden made the remarks this week on ADC Live.

“You remember when we were in school and the teacher would stomp her foot and say, ‘This is one of those things you should remember?’ Well, I’m stomping my foot and saying, ‘The commander’s letter is real important,’” said Bolden, who was on the committee to select last year’s DCIP award recipients. “The commander must state where this is in his or her priority.”

Bolden also discussed changes DOD would like to see in statutory language about inter-governmental service agreements, or IGSAs, that would allow for more large-scale projects.

“The ability to [allow] the service secretary…to sign an agreement for up to 20 years would be huge for the services,” he said.

Under current policy, the agreements are limited to 10 years.
