Senate leaders were in talks late Tuesday on whether they have the votes to pass a stopgap spending bill to keep the government open. Congress has passed none of the 12 fiscal year 2022 appropriations bills, which means government spending for all agencies, including the Pentagon, will expire Thursday night at 11:59.

Democrats have been pushing a stopgap spending bill that passed the House but continues to face Republican opposition in the Senate because it’s tied to a suspension of the debt ceiling, which Treasury Secretary Janet Yellen has said the U.S. will hit in about three weeks.

The version of the spending bill being discussed Tuesday night would separate the debt suspension for later debate.

“Hopefully we’ll get enough votes to get a [continuing resolution] passed,” Sen. Jon Tester (D-Mont.) said Tuesday night, according to CQ. “And then hopefully the debt ceiling will be increased. We’ve got to pay our bills, for God’s sakes. This is stupid.”
