Futures Command Chief Looks Past 2030 to Build Army of 2040

With the Army feeling sure that it is making progress on its push to modernize the service by 2030, Army Futures Command chief Gen. James Rainey is looking beyond – to the Army of 2040. That means looking beyond modernization to transformation, he said, Defense News reported.

“Modernization is part of transformation, but modernizing and not transforming is going to end up with a bunch of kit without the right leaders, without trained units, without formational lethality,” Rainey said Wednesday at an AUSA event.

Rainey’s vision is to outmaneuver China “so they wake up trying to figure out how they’re going to keep up with us. I think that’s well within our capabilities as an institution.”
