What’s Still on Congress’ To-Do List

October 24, 2023

As House Republicans try again to rally around a speaker-designate, the Senate comes back into session today.

Here are some of the items on the Capitol to-do list:

  • Emergency spending for Israel, Ukraine and border security. There’s bipartisan support for this measure, but some far-right conservatives want to consider the Ukraine aid separately.
  • Appropriations. The House has passed four of the 12 annual spending bills. The Senate has passed none. Stopgap spending runs out Nov. 17, potentially forcing a partial government shutdown.
  • National Defense Authorization Act. The Senate-passed and House-passed versions of the NDAA are drastically different, and there are no formal talks yet to reconcile the differences.
  • Military promotions and confirmations. The backlog is growing as Sen. Tommy Tuberville (R-Ala.) continues his blockade of hundreds of confirmations and promotions in protest of the Pentagon’s abortion access policy.
